A 120-day grace period for voluntary compliance, full cooperation with federal immigration enforcement, and the declaration that the Constitution is the singular law of Michigan
Michigan is estimated to be home to approximately 91,000 undocumented individuals, none of whom hold the full constitutional protections afforded to United States citizens, lawful permanent residents, or those with legally recognized immigration status;
The Constitution of the United States is the supreme law of this land, and no individual, religion, culture, ideology, or foreign national custom shall supersede, subvert, or replace the constitutional framework under which this state and this nation operate;
The State of Michigan has an obligation to its lawful residents, taxpaying citizens, and naturalized immigrants who followed the legal process to demand the same of all who wish to live and work within its borders;
It is both compassionate and just to provide undocumented individuals currently residing in Michigan a defined and reasonable period of time to voluntarily come forward, register with state authorities, and initiate the federal naturalization or legal residency process before enforcement action is taken;
Those who choose to remain in Michigan and do not comply with the laws of the United States Constitution, who refuse to begin the process of legal status, or who engage in conduct that violates constitutional law shall forfeit any claim to state resources, protections, or continued presence in the State of Michigan;
The Governor of Michigan has both the authority and the obligation to direct state agencies to cooperate fully with federal immigration enforcement authorities and to deny the use of state resources in shielding individuals from lawful federal immigration enforcement;
Legal immigration is a cornerstone of this nation's history and strength, and this Order is not an action against immigrants but an action in defense of the rule of law that all legal residents, citizens, and naturalized Americans have a right to expect;
The Constitution of the United States is the supreme and singular law of the State of Michigan. No religious law, foreign cultural practice, ideological framework, or customs of any nation, faith, or group shall be recognized, enforced, or permitted to operate in place of or in conflict with the Constitution of the United States or the laws of the State of Michigan within this state's borders.
All undocumented individuals currently residing within the State of Michigan are hereby granted a 120 day grace period beginning on the date of this Order to voluntarily come forward and take one of the following lawful actions:

Upon expiration of the 120 day grace period, any undocumented individual who has not registered and demonstrated active pursuit of legal status shall be ineligible for all state funded benefits, programs, services, and assistance, including but not limited to:
All Michigan state agencies, departments, law enforcement entities, and public institutions are hereby directed to fully cooperate with all lawful requests from United States Immigration and Customs Enforcement, United States Customs and Border Protection, and any other federal immigration enforcement authority.
Upon expiration of the 120 day grace period, the Michigan Office of Immigration Compliance shall compile and transmit to federal immigration enforcement authorities the identities of all known undocumented individuals within the state who have failed to register and demonstrate compliance with this Order. The authority to detain, process, and remove non-compliant individuals rests with federal immigration authorities, and the State of Michigan shall provide full cooperation and assistance in that process.
All individuals residing in the State of Michigan, regardless of immigration status, are required to conduct themselves in full accordance with the Constitution of the United States and the laws of this state. Any individual, regardless of religion, culture, national origin, or ideology, who engages in conduct that violates constitutional law, advocates for the replacement of constitutional law with religious or foreign legal frameworks, or actively works to subvert the constitutional order of this state or nation shall be referred to the appropriate federal and state authorities for investigation and action under existing federal and state law.
Nothing in this Order shall be construed to apply to United States citizens, lawful permanent residents, visa holders, asylum seekers with pending federal cases, DACA recipients with active federal status, or any individual with a recognized legal immigration status under federal law.
This Executive Order calls upon the Michigan Legislature to immediately draft and pass permanent legislation codifying the provisions of this Order into Michigan law, establishing permanent cooperation with federal immigration enforcement, and creating a standing Michigan Office of Immigration Compliance with full statutory authority and funding.
This Executive Order is issued pursuant to the Michigan Constitution of 1963, Article V, Section 8, and shall remain in full force and effect until rescinded, superseded, or made permanent by act of the Michigan Legislature.
